NGOs Demand Halt to China’s Crackdown, Announce Temporary Pause to March



Dharamshala – The five largest Tibetan non-governmental organizations (NGOs) today denounced China’s military crackdown in Tibet and called for an immediate end to the killing and international intervention. In a majority decision, the Organizing Committee of the March to Tibet temporarily paused the March in order to focus on the emergency response to the crackdown inside Tibet. They joined the Tibetan government in exile in demanding the immediate and unconditional release of all Tibetans arrested in connection to the protests, medical aid for those injured and for unhindered media access to all Tibetan areas. The March, which had reached Roper in Punjab, 38kms from Chandigarh, will continue to Delhi where the participants will join in a public outreach campaign meant to build pressure on the Chinese leadership to end the crackdown.

“In this moment of extreme crisis, Tibetans in India and around the world must stand together in solidarity with Tibetans inside Tibet and condemn the Chinese government’s vicious attacks against our people,” said B. Tsering, President of the Tibetan Women’s Association. “As reports of arbitrary arrests, beatings, and disappearances in Tibet increase, we are calling on the Indian government and the international community to use their diplomatic influence to press for an immediate withdrawal of Chinese troops from Tibet and the release of all Tibetan protesters.”

As emotionally devastating first-hand reports of the Chinese government’s violent crackdown on Tibetans continue to trickle out despite the media blackout in Tibet, Tibetans in exile focused their attention on securing the release of hundreds of Tibetans arbitrarily detained, beaten and abducted by Chinese forces. They called on Tibetans everywhere to support these efforts by launching a nation wide campaign to garner the support of the international community, in particular Indian citizens and decision-makers, to build pressure on the Chinese government.

“We are calling on Tibetans everywhere to mobilize the global public into action so that decision-makers and governments are compelled to condemn China’s actions in Tibet,” said Chime Youngdung. “As we have seen Tibetans inside Tibet unite in their opposition to China’s ongoing repression, Tibetans in exile are coming together across India and around the world to demand the immediate release of all Tibetans currently held in Chinese detention centers and prisons.”

On March 10th, the 49th anniversary of the 1959 Tibetan national uprising, monks from Drepung, Sera and Ganden monasteries on the outskirts of Lhasa began peacefully protesting. By March 18, Tibetan protests occurred in more than 20 counties, most of them in Tibetan autonomous prefectures located in Sichuan, Qinghai, and Gansu provinces, and involving monks, laypeople and sometimes schoolchildren and elderly Tibetans.”

ސަންދާނު މައްސަލައިގައި ޖަލަށްލީ މީހުން ދޫކޮށްލީ ޑރ ހަސަނާއި ޑރ ޝަހީދު ބާ؟

މައުމޫނުގެ ހުދުމުހުތާރު ވެރިކަމާއި ދެކޮޅަށް މިހާތަނަށް އެންމެ ވަރުގަދަ ބަސްތަކެއް ބުނި އެއް ބަޔަކު ކަމުގައި ސަންދާނު ނޫސް ސިއްރުން ނެރުނު މީހުން ހިމެނޭނެއެވެ. އެމީހުން ހައްޔަރުކޮށް އޭގެ ތެރެއިން ތިން މީހަކު އުމުރަށް ޖަލަށް ލުމަށް ހުކުމް ކުރީ މިވެރިކަމުގެ އާރާއި ބާރު އެންމެ ވަރުގަދަ ދުވަސްވަރެއްގައި އެހެން މީހުންނަށް ފިލާވަޅެއް ދިނުމުގެ ގޮތުންނެވެ.

ފެބްރުއަރީ 15 ވަނަ ދުވަހު އެމްޑީޕީގެ ނައިބު ރައީސް އިބްރާހިމް ހުސެއިން ޒަކީ ބޭއްވި ނޫސް ކޮންފަރެންސެއްގައި ޑރ ހަސަން ސައީދު ރިޔާސީ ކެންޑިޑޭޓެއްގެ ގޮތުގައި ގަބޫލުކުރެވެން ނެތް ކަން ހާމަކުރަމުން ސަބަބެއް ކަމަށް ދައްކާފައިވަނީ ޑރ ހަސަން ސައީދަކީ މައުމޫނުގެ ހުދުމުހުތާރު ވެރިކަމުގެ ސަގާފަތުގައި ޖެހިފައިވާ މީހެއް ކަމަށެވެ. މިވާހަކައަށް ރައްދު ދިނުމުގެ ގޮތުން ޑރ ސައީދާއި އެކުގައި ނިއު މޯލްޑިވްސް މޫވްމެންޓްގައި މަސައްކަތް ކުރާ ކުރީގެ ފޮރިން މިނިސްޓަރު ޑރ ޝަހީދު ވަނީ ގިނަ އިންޓަވިއުތަކެއް ނޫސްތަކަށް ދީފައެވެ.

"ޑރ ހަސަން ސައީދު ކެބިނެޓުގައި މަސައްކަތް ކުރެއްވި ގޮތާއި އެހެން ވަޒީރުން މަސައްކަތް ކުރެއްވި ގޮތް ވަރަށް ކައިރިން ބަލަމުން ގެންދިޔަ މީހެއް އަޅުގަނޑަކީ. ޒަކީމެންގެ ޒަމާނުގައި ސަންދާނު އަހައްމައިދީ މެން ތިބެން ޖެހުނީ ޖަލުގައި. އެމީހުން ޖަލުން ނެރުނު މީހުން އަޅުގަނޑުމެން، ޑރ ހަސަން މެންނަކީ. ޒަކީއަކީ ރާއްޖޭގައި ސިޔާސީ ޕާޓީ އޮންނަން ބޭނުންނުވާ ކަމަށް ރައްޔިތުންގެ މަޖިލީހުގައި ވޯޓު ދެއްވި ބޭފުޅެއް. ޑރ ހަސަނަކީ ސިޔާސީ ޕާޓީތަކަށް މަގުފަހިކޮށްދިން ބޭފުޅެއް،" ޑރ ޝަހީދު ހަވީރަށް ކިޔާދިނެވެ.

ދެން އުފެދޭ ސުވާލަކީ ސަންދާނު މައްސަލައިގައި ޖަލަށްލާފައި ތިބި ފަރާތްތައް ދޫކޮށްލީ ޑރ ހަސަން ސައީދާއި ޑރ ޝަހީދުގެ ސަބަބުންތޯއެވެ؟ އެމީހުން ދޫކޮށްލަން ޖެހުނީ ހިޔާލު ފާޅުކުރުމުގެ ސަބަބުން ބަޔަކު އުމުރަށް ޖަލަށް ލައިގެން ގެންގުޅުމަކީ ކޮށްގެންވާނެ ކަމެއް ނޫންކަމަށް ބޭރުގެ ފަރާތްތަކުން ކުރިމަތިކުރަމުން ދިޔަ ފިއްތުމުގެ ސަބަބުންނެވެ. ދުނިޔެއަށް އިސްލާހުގެ ދަޅަ ދައްކައި އިސްލާހު ކުރާ ކަމަށް ދައްކާނަމަ އެގޮތަށް ބަޔަކު ޖަލަށް ލައިގެން ގެންގުޅެވޭކަށް ނޯންނާނެއެވެ. ވީމާ މަޖުބޫރުވެގެން ދޫކުރަން ޖެހުނީއެވެ. 2004 ވަނަ އަހަރު އޯގަސްޓް 13 ވަނަ ދުވަހު ޖުމްހޫރީ މައިދާނާއި އަދި އެހެން ތަންތަނުން ހައްޔަރުކުރި މީހުންނަށް އަނިޔާ ކުރުމަށްފަހު އެމީހުންނަށް ވެސް ޝަރީއަތް ކުރާނެ ކަމުގެ އިންޒާރު ދިވެހި ސަރުކާރުން ދިނެވެ. ނަމަވެސް ޔޫރަޕިއަން ޔޫނިއަނުން ދަތިކުރުމުގެ ފިޔަވަޅު އަޅާނެ ކަމުގެ އިންޒާރު ދިނުމުން ހައްޔަރުކޮށްފައި ތިބި މީހުން ދޫކޮށްލަން ޖެހުނެވެ. އެފަހަރު ރަގަޅު ބަހަނާއެއް ދައްކައި ސުނާމީގެ ސަބަބުން ގައުމީ އެއްބައިވަންތަކަން ބޭނުންވާތީ އެމީހުން ދޫކޮށްލަނީ ކަމަށް ބުނެ ދޫކޮށްލީއެވެ. ބާރަތޭރަ ހާދިސާގައި ދިވެހި ސަރުކާރުން ރައްޔިތުންނަށް ކުރި އެތައް އަނިޔާއެއް ފޮރުވައި ދުނިޔެއަށް އޮޅުވާލުމަށް ޑރ ޝަހީދު މަސައްކަތް ކޮށްފައި ވެއެވެ. ދިވެހިރާއްޖޭގައި ޕާޓީ ނިޒާމް ތައާރަފުކުރަން ސަރުކާރަށް މަޖުބޫރުވީ ވެސް ބޭރުގެ ފިއްތުންތަކުގެ ސަބަބުންނެވެ.

ސަންދާނުގެ މައްސަލައިގައި ކުރި ހުކުމާއި މެދުގައި ދިވެހި ސަރުކާރުގެ ފަރާތުން ދޮގު ހެދުމުގެ މަސައްކަތް އެންމެ ބޮޑަށް ކުރީ ވެސް ޑރ ޝަހީދެވެ. އޭރު ޝަހީދުގެ ވަޒީފާއަކީ ސަރުކާރަށް ދޮގު ހަދާދިނުމެވެ. މިގޮތުން ސަރުކާރުން ހަދާފައި ހުރި ބައެއް ދޮގުތައް ބީބީސީގައި ޝާއިއުކޮށްފައިވާ މިހަބަރު ކިޔާލުމުން އަދި އިދިކީލި ބްލޮގްގައި ކުރިން ލިޔެފައިވާ މި ޕޯސްޓް ކިޔާލުމުން އެގޭނެއެވެ.

ދިވެހީންނަށް ލިބެންއޮތް ހައްގު ފެހި މުސްތަގްބަލް: މުވާސަލާތީ ގުޅުން ނެތުމުން ކިލަބުވެފައި

ނޯޓު: މިއީ 29 ނޮވެމްބަރ 2007 ވަނަ ދުވަހު މިނިވަން ނޫހުގައި ޝާއިއުކޮށްފައިވާ މަޒުމޫނެކެވެ. މިމަޒުމޫނު މިބްލޮގުގައި ޝާއިއު މިކުރަނީ މިއީ ރައްޔިތުންގެ ހާއްސަ މަޖިލީހުގެ މެންބަރުންގެ އިހުލާސްތެރިކަމެއް ނެތްކަން ވަރަށް ރަގަޅަށް ހާމަކޮށްދޭ މަޒުމޫނަކަށް ވާތީއެވެ. ހާއްސަ މަޖިލީހުގައި ޑީއާރުޕީއަށް ނިސްބަތްވާ މެންބަރުންނާއި އެމްޑީޕީއަށް ނިސްބަތްވާ މެންބަރުންގެ ތެރޭގައި ވެސް ގިނައީ އަމިއްލަ އެދުމުން ފޯވެފައި ތިބި މީހުންނެވެ. މިފަހަރު ގެންނަ ގާނޫނު އަސާސީ ކުރީގެ ގާނޫނު އަސާސީއަށް ވުރެ ރަގަޅު ވެފައި ރައްޔިތުންގެ ހައްގުތައް ކޮންމެވެސް މިންވަރަކަށް ރައްކާތެރިކޮށްދޭނެއެވެ. ނަމަވެސް 21 ވަނަ ގަރުނުގައި ދިވެހިން ކުރިޔަށް ދިއުމަށް ބޭނުންވާ ކިތަންމެ ކަމެއް އެގާނޫނު އަސާސީ އިން މަދުވާނެއެވެ. ވީމާ ފުރިހަމަ މިނިވަން ކަމާއި ހައްގުތައް ހޯދުމަށް ދިވެހިން ކުރާ މަސައްކަތް ގާނޫނު އަސާސީ ނިމުމާއި ހަމައަކުން ނުނިމޭނެއެވެ. އެމަސައްކަތް ދިވެހި ޒުވާނުން ކުރިޔަށް ގެންދަން ޖެހޭނެއެވެ. އަދި ރައްޔިތުންނަށް ހިޔާނާތްތެރިވީ ހާއްސަ މަޖިލީހުގެ މެންބަރުންތަކަށް ސިޔާސީ މަގާމުތަކަށް ދެން ޖާގަ ނުދިނުމަކީ ވެސް ދިވެހި ޒުވާނުން ސަމާލުވެ ކުރަން ޖެހޭނެ ކަމެކެވެ.

ގާނުނު އަސާސީއެއް ލިޔާން ޖެހިފައޭ މިއޮތީ ކިޔާ، 113 މެމްބަރުން އަޑުއަރުވަމުން ދާތާވެސް މިހާރު އެތަކެއް އަހަރުވީއެވެ. އެތަކެއް މިލިއަން ރުފިޔާވެސް މި މެމްބަރުންނަށް ބަޖެޓުންދީ ހުސްވެއްޖެއެވެ. ހިސާބުތައް އަމިއްލަޔަށް ހައްދަވާށެވެ.

ތ އަތޮޅުގެ އިއްޒަތްތެރި މެމްބަރު އަދި އެމްޑީޕީގެ ޕާލަމެންޓަރީ ލީޑަރ، ހަސަން އަފީފުގެ އެސްޓިމޭޓް ކަމުގައި އޭނާ <މިނިވަން ރޭޑިޔޯ> މެދުވެރިކުރައްވާ ރައްޔިތުންނަށް ދެއްވި މުއްދަތަކީ، 3 މަސްދުވަހެވެ. މި ދެންނެވި ބަސްދީގަތުމަށްފަހު އެތަކެއްމަސް މިވޭތުވެ ދިޔައީއެވެ. ކުލަތައް ގުޅުވައިގެން ޓައީ، ގަމީސް އަދި ފަޓުލޫނާއި އިސްޓާކީން ގެ ބޭރުން އޮފު ކުރި ބޫޓަށް އެރިވަޑައިގެން އެތިއްބެވި ޚާއްސަ މަޖިލީހުގެ އިއްޒަތްތެރީންގެ ތެރޭގައި، މިކަން ދެނެވަޑައިގެން ނުވަތަ ގަބޫލުފުޅު ކުރެއްވި ކިތައް މެމްބަރުން އެބަ ތިއްބެވިތޯއެވެ؟ ގާނޫނު އަސާސީ އިސްލާހުކުރުމޭ ކިޔައިގެން ބައިގަޑަކަށް ބަޑު މުސާރަޔާ ކޮއްތު ލިބި ފަލަވުންނޫން އެހެންކަމެއް އަދި ނުވެއޭ ބުނެ ޝަކުވާކުރާ މީހުން މަދެއްނޫނެވެ. އެއީ ނުހައްގުން މަޖިލީސް މެމްބަރުންނާ ދިމާކުރުންތޯއެވެ؟


އާންމުންގެ ތެރޭގައި އިއްޒަތްތެރި މެމްބަރުންނަށް އޮންނަ އިތުބާރަށް ލޮޅުން އެރުމަކީ މިފަދަ މުހިންމު މަސައްކަތެއްގެ މޭވާ ހިތިވާނެ އެއްސަބަބެވެ. ގާނޫނު އަސާސީ އިސްލާހުކުރުމުގައި އެ ކުރައްވަމުން ގެންދަވާ ބުރަ މަސައްކަތުގެ ބުރަކަން ރައްޔިތުންނަށް އެންމެ ރަގަޅަށް އޮޅުން ފިލާނީ، އާންމު ރައްޔިތުންނަށް ލިބޭ މައުލޫމާތު ތާޒާކަންމަތީ ފުރިހަމަޔަށް ލިބޭނަމައެވެ. ތޯތޯވާހަކަތައް މަދުވެގެންނެވެ. ރާއްޖޭގައި، މިހިދުގައިނަމަ، ސަރުކާރުން ހިންގާ ރޭޑިއޯ އަދި ޓީވީ ގެ ވާޖިބަކީ މި މުހިންމު ރޯލު އަދާކުރުން ނޫންތޯއެވެ؟ މިކަމެއް ނުވެއެވެ. އިންފޮމޭޝަން މިނިސްޓަރ ނަޝީދު ވިދާޅުވާ ގޮތުގައިނަމަ، ޓީވީއެމްގެ މުވައްޒަފުންނާއި އަޑުގެ މުވައްޒަފުން އެއްބަޔަކު އަނެއް ބަޔަކާ ވާހަކައެއް ނުދައްކައެވެ. މުވާސަލާތުގެ ދަރުބާރު އޮތްގޮތަކީ މިއީކަމުން، އިއްޒަތްތެރި މެމްބަރުން ކުރައްވާ މަސައްކަތާބެހޭ ހޫނު ރިޕޯޓްތަކެއް ރައްޔިތުންނަކަށް ނުލިބެއެވެ. ދެން އޮންނަނީ މަޖިލީހުގެ ގެލެރީއެވެ. އެތަނުން ކިތަކެއް ރައްޔިތުންނަށް މައުލޫމާތު ލިބޭނެތޯއެވެ؟ ވަގުތުން ލައިވްކޮށް މަޖިލީހުގެ ތަޅުމުގައި ވާ ކަންކަން ރައްޔިތުންނަށް ފޯރުކޮށްދެވިދާނެއެވެ. އާންމު ބަހުސްތައްވެސް ބޭއްވިދާނެއެވެ.

ސަރުކާރު ދޫކޮށް ސިޔާސީ ޕާޓީތަކާއި އެމީހުންގެ މުވާސަލާތީ ގުޅުމަށް ބައްލަވާށެވެ.

އެމްޑީޕީއަށް ބަލާއިރު، ކޮންމެވެސް ވަރަކަށް މެމްބަރުންނަށް މައުލޫމާތު ފޯރުކޮށްދިނުމާއި، މަޝްވަރާތަކާ ބަހުސްތައް ދަނީ އެޕާޓީން އިންތިޒާމް ކޮށްގެން ހަރުގެތަކުގައި ބާއްވަމުންނެވެ. ފިއްތުންތަކަކާވެސް އެކީގައެވެ. އަދި މަޖިލީހުގައި ހިގާނުހިގާ ހުރިހާކަމެއް އެޕާޓިން އެދަނީ ވަރަށް ގާތުން ބަލަމުންވެސްމެއެވެ. ނަމަވެސް، މަޖިލީހުގެ ގެލެރީން ބޭރުގައި ތިބި އެހެން ރައްޔިތުންނަށް އޮތީ ކޮންގޮތެއްތޯއެވެ؟

ސިޔާސީ ޕާޓީތަކަށް އެމީހުންގެ މެމްބަރުންނަށް ލިބެމުންދާ މައުލޫމާތުގެ ދޮރު މިހާރަށްވުރެވެސް ފުޅާވެއްޖެނަމަ، ގޮފިތަކާ، ސަރަހައްދުތަކުގައި ހަރަކާތްތެރިވާ އެޕާޓީއެއްގެ އާންމު މެމްބަރުންނަށް، ގާނޫނަށް މިއަންނަން އުޅޭ ބަދަލުތައް ހޫނުކަންމަތީ ދެނެގަނެވޭނެއެވެ. ޕާޓީއެއްގެ އެތެރޭގެ އޮނިގަޑު ނެތްނަމަ، މިވަރުވެސް މެމްބަރުންނަކަށް ނުކޮށްދެވޭނެއެވެ. އެމީހުން ތިބެންޖެހޭނީ ސުވާލުމާކެއްގެ ތެރޭގަތާއެވެ.

ބިންގަލުން ފެށިގެން ކަމެއް ބަދަލުވާއިރު، އެބަދަލެއް އައިސް، މޫލާފައިވަނީ ރައްޔިތުންގެ ބައިވެރިވުން ބޮޑަށް އޮންނަ ޖަމާއަތްތަކުގައެވެ. އާންމުންގެ ތެރޭގައި ޚިޔާލު ފާޅުކުރުން ހުޅުވި، ނޫސްތަކާ މުވާސަލާތީ އެހެނިހެން ޗެނެލްތައް މެދުވެރިކޮށް ދުރަށް އެޚިޔާލުތައް ފަތުރާނެ ޖާގަލިބިގެން، އެކި ފެންވަރުގެ އެކިއުމުރުގެ މީހުން މިއަންނަން އުޅޭ ބަދަލަށް ފޯރިދީ، މަސައްކަތުގެ އެއްބައިގައި ހިފައިގެން މިކަން ވަރަށް ހަރުދަނާކޮށް ކުރެވިދާނެއެވެ. މުވާސަލާތީ ގުޅުން ރަގަޅަށް ބިނާވެ ނެތުން އެއީ، ރައްޔިތުންނަށް ލިބެންވާ މައުލޫމާތު ނުލިބުމުގެ އެއްސަބަބަކަށް ވާއިރު. ދެންއޮތް ހުރަހަކީ ސިޔާސީ ގޮތުން ޚާއްސަ މަޖިލީސް އެތުރި އޮތްގޮތެވެ.

ރައްޔިތުންގެ ޚާއްސަ މަޖިލީސް ސިޔާސީ ސަބަބުތަކަކަށްޓަކައި އޮތީ އެކި ފެކްޝަންތަކަށް ބެހިފައެވެ. ނަސީބު ދެރަކަމުން، ނޫނީ ދިވެހީންގެ ދޯހަޅިކަމުން، ރައްޔިތުން ތަމްސީލު ނުކުރާ ބޮޑުބައިގަޑެއްވެސް މި މަޖިލީހުގައި އެބައުޅެއެވެ. މައިގަޑު ގޮތެއްގައި މައިނޯރިޓީ އޮތީ އެމްޑީޕީގެ ކޮޅުގައެވެ. ނަމަވެސް، ކުރެވޭ ބައެއް ބަހުސްތަކާއި ނެގޭ ވޯޓުތަކުން ދައްކަނީ ޑީއާރޕީގެ ތެރޭގައިވެސް އެމްޑީޕީއާއެކު ވޯޓު ދެމުންދާ މެމްބަރުން އުފެދޭކަމެވެ. ހަމަ އެފަދައިން، އެމްޑީޕީގެ ޕާލަމެންޓޭރިއަނުން، ތިމާމެންގެ ޕާޓީ ލައިންއާ ދިމާ އިދިކޮޅަށްވެސް ވަކި ހިސާބަކުން އިސްލާހު ހުށައަޅުއްވާ އަދި ވޯޓުދެއްވަމުންވެސް އެބަގެންދަވައެވެ. މީގެ އެންމެ ރަގަޅު މިސާލަކީ ތ. އަތޮޅަށް ނިސްބަތްވާ އިއްޒަތްތެރި މެމްބަރ، ޑރ. ހުސެއިން ރަޝީދު ހަސަން އެވެ. ޕާޓީގެ ތެރެއިން އިވޭގޮތުގައި، މީނާއަކީ އެމްޑީޕީގެ ފަލްސަފާއާއި ކަޑައެޅިގެން ދެކޮޅަށް މަޖިލީހުގައި ހަރަކާތްތެރިވެލައްވާ ބޭފުޅެކެވެ.

ޕާޓީތައް އުފެއްދުމަށް ހުއްދަ ލިބުމާއެކު ލަސްނުކޮށް ބާއްވަންޖެހޭ (ހުރިހާ ޕާޓީތައް އެކުލެވޭގޮތަށް) އިންތިޚާބު ނުބާއްވާ، މަޖިލީސްތަކުގެ ގޮޑިތަކާ ސަރުކާރުގެ ގޮޑިތައް އެއްޕާޓީން ދަމައިގެން ދަމައިގަތުމަކީ، މި އިސްލާހުތައް އޭގެ ފުރިހަމަގޮތުގައި މި ވަގުތައް ދިވެހީންނަށް، ނުލިބިދާނެކަން ދައްކުވައިދިން ކަމެކެވެ. އެހެންކަމުން، ގާނޫނު އަސާސީ އިސްލާހު ކުރުމަށް މަޖިލީހުގައި އެތިއްބެވި ހުރިހާ މެމްބަރުންނަކީ، ކޮންމެހެން ގިނަ ރައްޔިތުންގެ ވިންދާ އެއްގޮތަށް ވޯޓު ދެއްވާނެ މެމްބަރުންނެއް ނޫނެވެ. ސަރުކާރުގެ މީޑިއާއިން ރައްޔިތުންނަށް ފެންނަ މަންޒަރުތަކުގެ ފަހަތުގައިވެސް، އާންމުންގެ ލޯތަކާ ކަންފަތްތަކާ ދުރުގައި މި މަސައްކަތާބެހޭ މަޝްވަރާތަކާ، ޑީލްތަކާ، ޒުވާބުތައް ހިގަމުން އެބަދެއެވެ. ދާނެވެސްމެއެވެ. އެއްސަބަބަކީ، މުޅި މުޖްތަމައަށް ފެތުރިފައި މިވާ ސިޔާސީ ނުތަނަވަސްކަމާއި ޝައްކާ ވަހުމާ، ޙުދުމުޚްތާރު ވެރިޔަކު ފަތުރައިގެން އުޅޭ ފައިސާ އާއި މުދަލުގެ ނުފޫޒެވެ. ކަރަޕްޝަނެވެ. ކަރަޕްޓް ވެފައިވާ ސިކުޑިތަކެވެ.

ނަމަވެސް، ރައްޔިތުންނަށް އޮޅުންނުފިލާ ހިސާބަށް ކަންކަން ދިއުމުން ނަތީޖާ ގޯސްވުން ގާތެވެ. ހުރިހާ ދިވެހީންގެ މުސްތަގްބަލަށް އަސަރުކުރާ ކަމެއް ކުރާން އުޅޭއިރު (އާ ގާނޫނު އަސާސީއެއް އެކުލަވާލަން އުޅޭއިރު)، އެންމެ ކުޑަވެގެން އެރައްޔިތުންނަށް ވާނުވާ އެބަ ހުރަހަކާނުލާ، ނޫނީ ސެންސަރު ކުރުމެއްނެތި، އެގެން މަޖުބޫރުވެއެވެ. މި ގެންނަންއުޅޭ އަސާސީއަކީ، ހަމައެކަނި އިންފޮމޭޝަން މިނިސްޓަރާއި އޭނާ އިޝްތިހާރު ކުރަންވެގެން ތެޅިފޮޅޭ އޭނާގެ ވެރިޔާގެ މަސްލަހަތަށް އެކަނި ނިމިގެން ތަސްދީގް ކުރެވިގެން ދާންޖެހޭ ގާނޫނު އަސާސީއެއް ނޫނެވެ. މިއީ ހުރިހާ ދިވެހީންގެ މަސްލަހަތަށް ނިމޭންޖެހޭ ކަމެކެވެ.

ރައްޔިތުންނަށް މިދަޑިވަޅުގައި އޮޅުވާލާ، އެމީހުންނަށް ލިބެންވާ ހައްގެއް ނިގުޅައި ގަނެވޭނެފަދަ ބާބެއް، ނުވަތަ އިސްލާހެއް ފާސްކުރުމަށް އެހީވާ ކޮންމެ މެމްބަރަކީ (ރައްޔިތުންގެ ޚާއްސަ މަޖިލީހުގެ)، އެމެމްބަރަކު ނުވަތަ އޭނާ ނިސްބަތްވާ ޕާޓީއަކާއިމެދު، ރައްޔިތުން މުޅި އުމުރަށް ނުރުހުންވާނެ މެމްބަރެކެވެ. އަދި ޕާޓީއެކެވެ. ޑރ. ހުސެއިން ރަޝީދަކީ، މިފައްތަރުގައި އިންނެވި އިއްޒަތްތެރި މެމްބަރެއްކަމުގައި ގިނަ ބަޔަކު މިހާރު އެބަ ދެކެއެވެ. އިންފޮމޭޝަން މިނިސްޓަރ، ނަޝީދަކީ މީނާގެ <ކޮންޓްރޯލަރ> ކަމުގައިވެސް ބައެއް އޮބްޒާވަރުން ހޫނުބަހުން ދައުވާކުރެއެވެ. ޑީއާރޕީގެ އިއްޒަތްތެރި މެމްބަރެއް ކަމުގައިވާ ލުބްނާ ޒާހިރު ހުސެއިން ގެ ޑިކްޓޭޝަނަށް އާނބަސް ވިދާޅުވާކަމަށް އަޑުއަރާފައިވާ މި ޑޮކްޓަރަކީ، އެމްޑީޕީ ފަނާކޮށްލުމަށް އަބަދުވެސް މަސައްކަތްކުރައްވާ ބޭފުޅެއްކަމުގައި، ޕާޓީގެ މުސްކުޅި މެމްބަރަކު ލިޔުންތެރިޔާއަށް ކިއައިދިނެވެ. ހަގީގަތް ހާމަވާނީ ޕާޓީގެ މުވާސަލާތީ އޮނިގަޑު ހަރުދަނާ ވެގެންނެވެ. ނުވަތަ، ސަރުކާރުގެ މީޑިޔާ ވަކިއަތަކަށް ނުޖެހި މައުލޫމާތު ފެތުރުމުންނެވެ.

މިފަދަ ކަންކަން މިގޮތަށް ވާން މެދުވެރިވާ އެއްސަބަބަކީ، ޕާޓީތަކުގެ މުވާސަލާތުގެ ހީނަރުކަމެވެ. އެމްޑީޕީއަށް ބަލާއިރު، މި ހީނަރުކަން އަބަދުވެސް ފޫބައްދަން ޖެހެނީ ސެކްރެޓޭރިއަޓްގެ ބޭރުން ޕާޓީއަށްޓަކައި ބައިވެރިވެ މަސައްކަތްކުރާ ވޮލަންޓިއަރުންނަށެވެ. މައުލޫމާތު ފޯރުކޮށްދިނުމުގައި، އެހެން ޕާޓީތައް އަދި އޮތީ މާފަހަތުގައެވެ.

އެމްޑީޕީގެ އެތެރޭގައި އޮތް މުވާސަލާތުގެ އޮނިގަޑު ވަރުގަދަ ކުރެވެން އަންނަނީ، ޕާޓީގެ ސެކްރެޓޭރިއަޓް މުރާލިވެ ތަސައްރަފް ފުދިގެން ކަމުގައި ގިނަ މެމްބަރުން ލަފާދެއެވެ. ޕާޓީގެ ރެކޯޑްތައް ރަގަޅަށް ބަލަހައްޓާ، މަޖިލީސްތެރޭގައި ޕާޓީއަށް ނިސްބަތްވާ މެމްބަރުން ގެ ހަރަކާތްތައް ޕާޓީގެ އާންމު މެމްބަރުންނަށް އޮޅުންފިލުވައި ދިނުމުގެ ޒިންމާ އެޅެނީ، ޕާޓީގެ ސެކްރެޓޭރިއަޓް ގެ ކޮޑުގައެވެ. ޕާޓީގެ ގޮފިތަކުގެ އެންމެހާ މެމްބަރުންނަށް މި ބަދަލާބެހޭ ހުރިހާ މައުލޫމާތެއް ލިއްބައިދޭން އެބަޖެހެއެވެ. ގާނޫނު އަސާސީ އެއް އުފެދެމުން ދާއިރު މިކަންކަން ތަރުތީބުވާން ޖެހެއެވެ. ސަބަބަކީ އަޅުގަޑުމެންގެ ރާއްޖެ ޖިއޮގްރަފިކަލްގޮތުން އެތުރި އޮތް ހަގީގީ ސިފަ، ކިރިޔާވެސް ތަސައްވަރު ކުރެވޭފަދަ މީހަކަށްވިއްޔާ، މުވާސަލާތީ ގުޅުމުގައި ހިމެނޭ ދަތިތައް އިހްސާސް ކުރެވެން ވާނޭކަމެވެ. އެފަދަ މީހަކަށް، ޕާޓީގެ ނެޓްވާރކެއް ބިނާކޮށް، އެ ނެޓްވަރކްގެ ބޭނުން ހިފާނޭ ގޮތް ސިކުޑިއަށް ނެގެން ޖެހޭނެއެވެ. މިކަންކަންވެސް ބެލެންޖެހެއެވެ. މިއީވެސް ގާނޫނު އަސާސީއެއް ލިބިގަތުމަށް އުޅޭއިރު މުހިންމު ކަމެކެވެ.

އިސްލާހަށް އެދި ހަރަކާތްތެރި ވަމުންދާ ރައްޔިތުންނަށް އެމީހުން ތަމްސީލުކުރާ މެމްބަރުން އެކުރާ މަސައްކަތް ސާފުކޮށް އެގުމަކީ މިކަން އޮމާންކޮށް ގެންދެވޭނެ އެއްގޮތެވެ. މިކަން ކާމިޔާބުވާނީ، ސަރުކާރަށާއި، ސިޔާސީ ޕާޓީތަކަށް އާންމު ރައްޔިތުން ފެނި، އެމީހުންގެ މަސްލަހަތަކީ ކޮބައިކަން ދެނެގަނެވިގެންނެވެ. ސިވިލް ސޮސައިޓީއަށް އިހްތިރާމް ކުރެވިގެންނެވެ.

ޕާޓީތަކުގެ އިތުރުން އެއްބަހެއް ކިޔާ، އަދި އެއްދިމާޔަކަށް ދަތުރުކުރާ ހުރިހާ ދިވެހިން، މިވަގުތު މި ތިބެނީ ނޭވާ ހިފަހައްޓައިގެންނެވެ. ގާނޫނު އަސާސީ ނިމޭނެ ބާވައެވެ؟ ނިމޭއިރު އެ އަސާސީ އޮންނާނީ ކިހިނަކުން ބާވައެވެ؟ އެއް އަސާސީ އެއްލައިލާފައި އަނެއް އަސާސީއާއެކު ކުރިޔަށްދިއުމަށް ހަރުދަނާ އެއްބަސްވުމެއް އެބައޮތްބާވައެވެ؟

އެގިވަޑައި ގަންނަވާނޭ ފަދައިން، ކޮންމެ ދުވަހަކު އާ ގާނޫނު އަސާސީއެއް ލިޔާން އުޅުމަކީ ކޮސްކަމަކަށް ވާއިރު، އެޒަމާނަކަށް އެންމެ ފެތޭ އަދި ވީއެންމެ ގިނަ ދުވަހެއް ވަންދެން ބޭނުން ކުރެވޭނެ، ފުޅާ އަސާސްތަކެއް އެކުލަވާލުމަކީ، ވިސްނުންތެރި ފިޔަވަޅަކަށް ވާނެއެވެ.

އަޅުގަޑުވެސް ގަބޫލުކުރަމެވެ. ޒަމާނަށް ފެތޭ ސިޔާސީ އަޚްލާގެއް، އަޅުގަޑުމެންގެ ތެރޭގައި އަށަގަތުމަށް އެތައް ދައުރުކުރުން ތަކެއް ބޭނުންވާނެއެވެ. ނަމަވެސް، މިހާރުން މިހާރަށްވެސް މުވާސަލާތީ އޮނިގަޑު ނަގަހައްޓާ ކޮޅަށް ޖެހިއްޖެނަމަ، އޭގެ ނަތީޖާއެއްގެ ގޮތުން ކަންކަމުގެ ހަގީގަތް ގިނަބަޔަކަށް އޮޅުންފިލާ، މައުލޫމާތު ހަލުވިކަމާއެކު ދައުރުކޮށް، ރައްޔިތުންނާއި މަޖިލީހުގައި މަސައްކަތް ކުރައްވާ މެމްބަރުންނާއި ދެމެދު ގުޅުންތައް އުފެދި އާރޯވާނެއެވެ.

މިހާރު މިއޮތް ފުސް މާހައުލުގައި، ޒިންމާދާރު މީޑިއާއެއް މަސައްކަތް ކުރެވޭނެ ޖާގައެއް ނެތެވެ. އެކަމަށް ފަހިވާ ގާނޫނީ އޮނިގަޑެއް ހެދުމަށް އުޅުމަކީ މި ސަރުކާރުގެ ބޭނުމެއްވެސް ނޫންކަން މިހާރު އެގި ފާޅުވެއްޖެއެވެ. ބޭނުންނުވާ ދެބަސްވުންތަކާއި، އަރާރުންތައް ގިނަވަނީ (ޚާއްސަ މަޖިލީހުގެ ތަޅުމުގައި ވިޔަސް، އެތަޅުމުން ބޭރުގައި ވީނަމަހީވެސް)، ސަރުކާރުން މުވާސަލާތައް ހުރަސްއަޅާ، މައުލޫމާތު ސިއްރުކޮށް ރައްޔިތުން ބިރުގަންނަވާތީއެވެ. ކަމަށް ބޭނުންވާ ހަމަތަކާ އުސޫލުތައް އެއީ، ހަމައެކަނި ސަރުކާރު ހިމާޔަތްކޮށް ރައްޔިތުންނަށް އޮޅުވާލުމަށް ގެންގުޅޭ އުކުޅުތަކަކަށް ވުމީ މީގެ އެންމެ ދެރަކަމެވެ.

ގާނޫނު އަސާސީ ނިމޭއިރު އޮންނާނެ ނަމޫނާއަކީ، ރައްޔިތުންގެ މަންދޫބުންގެ ތެރޭގައި ތިއްބެވި ތަފާތު ޕާޓީތަކުން ނިންމާނެ ނަމޫނާއެކެވެ. އެއާ ޚިލާފަށް ގާނޫނު އަސާސީއަކީ އެންމެންގެ އެއްޗެކެވެ. އަދި ގިނަބަޔަކު ދެކޭގޮތުގައި، މައުމޫނު ވެރިކަމުން ދުރަށްލުމާއި، މުސްތަގްބަލަށް ދިވެހީންނަށް އާ ގާނޫނު އަސާސީއެއް ލިޔެ ފާސްކުރުމާ، މިއީ މުޅީން ދެކަމެކެވެ. އެހެނަސް ވެރިކަން ހިންގާ ފަރާތުގެ ނުފޫޒު ގާނޫނު ހަދާ ފަރާތްތަކަށް އޮތީތީވެ، މި ދެކަންތައް ފުށުއަރައި، އޮޅުންގަޑެއްގެ މެދަށް ރައްޔިތުންނަށް މިތިބީ ވަދެވިފައެވެ. ދެކަމަކީވެސް ދިވެހީންނަށް ލިބޭންއޮތް ފެހި މުސްތަގްބަލް ބިނާކުރުމަށް ކުރަންޖެހޭ ދެކަމެވެ. ކަން ކުރާން މިޖެހެނީ އަމިއްލައަށެވެ. Maldives needs bicameral parliament, mid-term elections and four-year presidential term

After spending more than three years idle, the members of our Constituent Assembly (People's Special Majlis) seems to be eager to finish the constitution by a self-imposed deadline of November 30. However, it is a matter of grave concern that the present draft falls short of several reforms that will benefit the country.

We propose to include these features in the constitution.

1. Bicameral Parliament

During debates at Special Majlis our MPs just dismissed the idea of a bicameral parliament without even a sound debate and decided that Maldives should have a unicameral parliament. They did not consult their constituents much before making their decision. The reason is obvious: these MPs who are hopeful of future re-election, are not ignorant of the power, influence and benefits they can reap out in a single chamber parliament.

But we call for a bicameral parliament in the Maldives because two chambers work to check and balance the work of each chamber. We find examples of bicameral parliaments in countries with presidential system as well as parliamentary system. Examples include USA, UK, India, Japan and Australia. Wikipedia outlines some of the benefits of such a parliament.

A 2005 report on democratic reform in the Arab world by the US Council on Foreign Relations co-sponsored by former Secretary of State Madeleine Albright urged Arab states to adopt bicameralism, with upper chambers appointed on a 'specialised basis'. The Council claimed that this would protect against the 'tyranny of the majority', expressing concerns that without a system of checks and balances extremists would use the single chamber parliaments to restrict the rights of minority groups.


2. Mid-term elections

It has been generally accepted by various political stakeholders that Maldives is going to have a Presidential System. One of the most important features of a Presidential System is mid-term elections. Mid-term elections make the Parliament more accountable. If mid-term elections comes with a bicameral parliament it creates more accountability and checks and balances. For example, in the USA all members of House of Representatives are elected every two years in mid-term elections while some members of Senate are also elected in mid-term elections. However, our MPs have decided to have a five-year term for the parliament. Instead of this our parliament should consist of two houses with one of them facing elections every two years.

3. Four-year term for President

We believe the term of five-years for a President is too long as one person can rule for ten years if he or she can win two-terms. The two-term restriction for one person is excellent. However, we believe the term of a President must be four years and not five years. During the four-year term a mid-term election must be held to elect members of one of the chambers in a bicameral parliament.

We will be advocating for these reforms. We are at a loss as to why our MPs failed to come up with these important features that are seen as very important in a Presidential System.

What you can do

Time is running out. The constitution that they are trying to make for us and our future generations should be made after consulting us. The MPs are frantically trying to pass all chapters within the next few days. This is the most crucial time to act if you need a better constitution. Tell your MP that you need these reforms. Start talking about this in cafes and at your office. Organise protests near the parliament. Send requests to the Chair of the Drafting Committee Mr Ibrahim Ismail (Ibra) that you need these reforms included in the draft of the constitution. Start the campaigns in your facebook groups and blogs.

These reforms are needed to make the Parliament and Executive more accountable with a new constitution. If our MPs ignore the appeal, we will make sure they will have a hard time getting re-elected in the future elections. Having a better constitution is our right as well. Just because they are elected for making it, does not mean they can do whatever they want with it. Remember that they are being paid with our money. The people's money.

Global Day of Action for Burma

Today is the Global Day of Action for Burma. Protests and other events are being organised in 100 cities in 30 countries to show support with the people of Burma. Protesters are condemning the brutal crackdown in Burma and putting pressure on their own governments and the UN to take urgent action over Burma. It is hoped that the unified voice of the global citizens will provide some protection to monks and other democracy activists in Burma who are either risking their lives or facing torture in detention. Bilhegandu for Burma

The Facebook group Cry Freedom - Maldives organised an event to show support with the people of Burma on October 4 evening. The event 'Bilehgandu for Burma' involved gathering near the 'Tsunami Monument' near Thin Baaru Vaki Kuraa Maidhaan or Separation of Three Powers Square and chewing of betel leaves. The activists also held a banner supporting democracy in Burma. People of Male' stopover at this point to buy and chew betel leaves from the parked push-carts. Cry Freedom - Maldives said chewing of betel leaves is something common that Maldivians have with the Burmese people. However, it was not lost on the activists that what is most significant similarity between Maldivians and Burmese is that both nations are ruled by dictatorships that are suppressing the call for freedom through brutal tactics.

Despite the heavy rain more than 30 cry freedom members with their friends came to show their support for the Burmese people. We all gathered at the tsunami memorial at about 9 45.

At about 10 we hoisted the banner which read “bilehgandu for Burma, we are with the people of Burma -rise up-free Burma-cry freedom”it was a beautiful site. we all were happy to make new like minded friends, Who gave a damn about human rights here and around the world.

At 10 15 we were peacefully sitting on the sea wall with the banner hoisted. Police patrols start driving around.

Police van comes and starts taking pictures. We all were very happy that the police were supporting this event.

At about10 30 the police van pulls up to us and asks us
Why are u writing stuff about BURUMA !!!
We tell them that B –U- R –M- A spells BURMA not BURUMA
Ok they say so wats all this about
We say we are hear to show our solidarity towards the Burmese people who were calling for their rights. And freedom we are not hear for any political reasons,
We said that its our right to gather hear, it’s the only area in male wear people cud gather without permission.
The policeman says yeah its ok, some of them chew our bilehgandu
The police van leaves the area


We get back to our peaceful sitting. We get some bilehgandus from the nearest gadiyaa .
We start chewing it peacefully (no raikulhu was ever spat on the area)

At about 10 45 the police van returns with two patrol cars.
Surround us.
This time all the policemen gets out of their cars comes to us and says that .this is against the law
They tell us that they will have to confiscate the banner
They don’t give us any real reason

Since we didn’t want any problems .we gave them the banner. They go away. Smiling .
At 11 20 protest comes to an end with our rights violated by the very people who are supposed to protect it-
